Gladman Developments Limited, a founding member of the LPDF, submitted the below response to the Government’s ongoing review of planning appeal inquiries (the “Rosewell Review”), details of which can be found here.
The wider membership of the LPDF engaged in the production of this response and the comments made are endorsed by the Federation. Fundamentally the LPDF consider that the appeal system, and in particular for more complex cases the Inquiry process, is an important legal right for appellants.
The difficulties in terms of the lengthy determination periods are the primary frustration for members of the LPDF and we support the concepts and solutions put forward by Gladman in their formal response. In particular it is felt that by clarifying matters of disagreement before an appeal more fully, the time for evidence required at appeals could be reduced.
Members of the LPDF will engage with Ministry of Housing, Communities & Local Government at upcoming regional seminars across the country.
